The Position
Advance your career as an Associate Electrical Engineer with the
East Bay Municipal Utility District (EBMUD), an industry leading
water and wastewater utility, to fill an immediate vacancy in the
Water Operations Department, in the Plant Engineering Services
Section of the Facilities Maintenance and Construction
Division.
The Plant Engineering Services Section is part of the Facilities
Maintenance and Construction Division that is responsible for
supporting the operations and maintenance for over 400 EBMUD
facilities including substations, treatment plants, pumping plants,
rate control stations, reservoirs, and administrative facilities.
The selected individual selected will report to the Administration
Building in Oakland, California.
The ideal candidate in the Plant Engineering Services Section will
have strong technical expertise in medium and low voltage power
system engineering and analysis, acceptance and maintenance testing
standards, and project management experience. They will also
possess the ability to learn and develop new areas of expertise as
required by the tasks assigned to them.
Due to the specialization of work done by the section, the
incumbent should have a thorough knowledge of electrical
engineering principles, codes, standards, practices, and methods as
applied to the design, construction, installation, commissioning,
troubleshooting/testing of power distribution including medium and
low-voltage systems, motor control, process control, telemetry,
automation, and electronically based systems.
Duties include:
Project Planning, Construction, and Management:
Planning and developing project scope, schedule and budget for
small water electrical engineering projects; preparing contract bid
documents; managing consultants including invoices and work
products, coordinating the work of multi-disciplinary teams;
directing, monitoring, and controlling project activities and
ensuring compliance with scope, goals, schedules and budgets.
Engineering Field Support:
Providing technical engineering support to operations and
maintenance addressing electrical equipment failures, safety, and
maintenance concerns. This may include updating electrical design
drawings and specifications, specifying equipment purchases,
developing maintenance plans and job procedures for assets,
providing support during testing, and performing root cause
analysis on malfunctioning electrical equipment.
Design:
Researching and developing electrical design criteria, project
scope and cost, design drawings and specifications for systems and
equipment including substations, power distribution systems, water
treatment plants, pumping stations, and office facilities.
Preparing and reviewing electrical power system analyses including
load flow, transient motor starting, short circuit, protective
relays, and arc flash.
Written Communication:
Preparing concise and accurate engineering reports, correspondence
and memos for a wide variety of audiences including EBMUD staff,
government and regulatory agencies, contractors, and the general
public.
The salary range is $12,691 per month increasing to $13,326,
$13,992, $14,692, and $15,427 after 6, 18, 30, and 42 months,
respectively.

Requirements
1. Bachelor's degree in an ABET-accredited electrical (or closely
related) engineering curriculum OR a California EIT
Certificate;
2. Four years of professional electrical engineering experience
(subsequent to obtaining the degree); AND
3. California registration as a Professional Electrical
Engineer.
Must be willing to work overtime when needed. Must possess the
physical characteristics to perform the critical and important
duties of the position including both office and field duties.

The Selection Process

2. Candidates must achieve a passing score on each test part in
order to advance to the next step in the selection process.
3. All qualified applications and supplemental responses will be
competitively evaluated, with those candidates demonstrating the
strongest qualifications for the position to be invited to a panel
interview.
4. Successful candidates will be placed on the hiring list, based
on rank, for further consideration to fill the current regular
vacancy, as well as others occurring over the next 12 to 24
months.
5. The probation period for this position is 12 months. For those
holding civil service status the probation period is 6 months.
6. All employment offers are conditional, pending the results of a
Live Scan background screening. All selected finalists must
participate in the Live Scan background screening process to remain
in consideration for EBMUD employment.
